What the city's own documents say
Round Rock does not require a permit for a residential re-roof; the city says so on its building page. The city adopted the 2024 IRC by Ordinance O-2025-335, effective January 1, 2026.
Structural changes need a remodel permit and commercial flat roofs need a permit. Roofing is not a listed contractor registration type. The code still applies: drip edge at eaves and rakes (IRC R905.2.8.5) is on the city's own page, and the two-layer limit is R908.4 in the 2024 edition.

No permit for a Round Rock re-roof
Round Rock does not require a permit for a standard residential re-roof. The city says so on its building page, and that is how the city handles it. Round Rock adopted the 2024 International Residential Code by Ordinance No. O-2025-335 on December 18, 2025, effective January 1, 2026, and the work is still installed to that code. Structural changes are different: they need a remodel permit, and commercial flat roofs need a permit.

What does need one, including two that surprise people
Permits are required for remodels, additions and structural work, for accessory structures including sheds, pergolas, gazebos, outdoor kitchens and detached garages, for pools, spas and decks, and for solar panels, standby generators, new irrigation systems and complete demolition. Two catch people out. A shed needs a permit as an accessory structure even when it is under two hundred square feet and under fifteen feet tall, which is different from how some neighboring cities handle it. And a garage conversion is only allowed on a lot platted before 2002, with a three hundred dollar permit fee. Carports are limited to side and rear yards and cannot sit in a setback or an easement.

The roofing detail worth checking on a finished roof
Round Rock names drip edge as a requirement and points to Section R905.2.8.5. That citation is good and it is current, because R905.2.8.5 is still the drip edge section in the 2024 code Round Rock adopted, and the adopting ordinance leaves R905 alone. One wrinkle: the city’s page labels it IBC, and R905 is a residential code section, so quote the section number and not the book name. On the commercial side a permit is required only for a flat roof replacement or a pitched roof where the decking is being replaced. Drip edge is cheap, it is fast, and it is the easiest thing for a homeowner to walk out and look at when a roof is called finished.

Solar, and who the city expects on the paperwork
A residential solar permit in Round Rock carries a one hundred and fifty dollar fee, and the city asks for one complete set of one line drawings stamped by an electrical engineer. Before the final inspection the city wants a torque letter carrying a master’s license number. Round Rock also runs contractor registration, and the general contractor along with the relevant subcontractors go on the application. That last part is worth knowing before you hire: if a company cannot be added to a city application, that tells you something.
