The exemption list, and the question sitting under it
Liberty Hill lists house painting, cabinets, wallpaper, non-structural roof covering and fencing as work that does not need a permit. Underneath that, the city has adopted the 2021 International Residential Code, and Section R105.2 of that code is the list of work exempt from a permit, ten categories of it, with roofing not among them. So the published guidance and the adopted code do not line up, which is a pattern we have found in writing in more than one city around here. Neither reading is something to take as settled. Confirm for your address and keep the answer, particularly if a permit will matter to an insurance file, a sale or an appraisal.

Every shed needs one here, with no size to hide behind
Liberty Hill wants a permit for new buildings of essentially any kind, and it names them: dwellings, garages, storage sheds, carports, gazebos and arbors. There is no square footage threshold offered, which is different from cities nearby that exempt small storage buildings, so an eight by ten shed is on the list the same as a garage. Swimming pools and spas need one. So does alteration or remodeling work that touches plumbing, electrical wiring, or installing or replacing heating and air conditioning equipment, which catches a lot of ordinary replacements. Solar panels need a permit too. Fencing is on the exempt list, but the city notes some fence types still come through the online system, so check yours rather than assuming.

Which code book, and the clock on inspections
Liberty Hill is on the 2021 International Residential, Building, Plumbing, Mechanical, Energy Conservation and Fire Codes, with the 2020 National Electrical Code.
