Lago Vista deleted the exempt work list
Most cities adopt the residential code and keep Section R105.2, the list of work you can do without a permit. Lago Vista adopted the code and struck that section out entirely, so there is no published list of exempt work to point at. That is the opposite of what several cities nearby do, and it changes how you should plan. Do not assume a small job is exempt here because it would be somewhere else. Ask Development Services about your specific job before it starts, and keep the answer.

Two city documents, two different code editions
Ordinance 18-11-01-02, passed November 1, 2018, adopts the 2015 International Building, Residential, Fire, Existing Building, Property Maintenance, Plumbing, Mechanical, Fuel Gas and Energy Conservation codes, with the 2014 National Electrical Code. The city’s own residential building permit application, meanwhile, still tells applicants it is working from the 2012 residential code. Those are two different books, and the ordinance is the one with legal force. It is also the oldest adoption in this part of Texas, where Hutto, Round Rock, Austin and Buda are on 2024. Before anyone quotes you an edition, confirm which one the city is enforcing today.

Lago Vista’s miscellaneous building permit covers an accessory building, a deck or patio, a hot tub or spa, a patio cover or enclosure, a septic to sewer conversion, a driveway, and a boat dock or marina. The last two are the local reality: this is Lake Travis, and dock work and septic conversions are ordinary here in a way they are not inland. The ordinance also allows a homeowner to do electrical work on their own residence after obtaining a homeowner’s permit and paying the fee, which is a real option and also a real responsibility, because the inspection still has to pass.
