In Waco, roofing permit and inspection rules are set by the city and can vary from one community to the next. Texas has no statewide roofing license, so confirm requirements with Waco’s building department before work begins. The Roof Shepherd documents your roof’s condition; permitting and installation stay with the licensed contractor you choose.
Waco At A Glance
What homeowners in Waco should know
Roofing Insight
Waco’s McLennan County location puts it at the northern boundary of the Central Texas hail corridor — storm cells moving northeast from the Hill Country consistently pass through this market before reaching DFW.
Hail & Storm Exposure
Central Texas sits on the active southern edge of Texas hail country. The September 24, 2023 storm hit Travis and Williamson counties for roughly $600 million in damage, and Texas recorded 529 hail events in 2024 (NOAA SPC). Waco falls within this exposure — document visible roof, gutter, and fascia conditions after any significant storm before calling a contractor.
Exterior & Painting Note
Waco’s Magnolia-driven renovation boom has created strong demand for exterior painting on older craftsman and Victorian homes in Hillcrest and Sanger Heights — lead paint testing is required on pre-1978 structures.
Common Roofing Issues
Common concerns in Waco mirror the broader Central Texas market: UV-driven granule loss, soft-metal hail impacts on vents and gutters, pipe boot failures, and ventilation issues in aging attic systems. The specific soil and humidity conditions in McLennan County add local nuance to each.

Weather history & local facts
Weather & Storm History
Central Texas’s recent benchmark hail includes the September 24, 2023 Travis/Williamson storm (roughly $600 million) and about 3-inch hail in Georgetown in April 2025. Peak hail months: March–May.
After major hail events, out-of-state contractors arrive quickly. Independent documentation before any contractor conversation gives you a neutral record of visible conditions — and protects your position whether you file a claim or not. The Roof Shepherd documents first. Decisions come after.
Worth Knowing
Waco is home to Baylor University and has become synonymous with Chip and Joanna Gaines’ Magnolia brand — the Magnolia Market at the Silos has transformed downtown Waco’s retail and tourism economy.
Local Note
Waco experienced one of Texas’s most destructive tornadoes in May 1953 — an F5 event that killed 114 people and prompted major advances in weather radar and tornado warning systems nationwide.

David was an absolute pleasure to work with. He showed up right on time for the quote on our repairs and made the whole process smooth and stress-free. Great communicator, clear explanations, and genuinely easy to deal with from start to finish. If you’re looking for someone reliable who actually cares about doing things right, David is your guy. Highly recommend.
Owner Response
Thank you for the thoughtful review. It was a pleasure meeting with you in Georgetown, Texas, and helping you review the roof repair options for your home. I really appreciate you mentioning the communication, timing, and clear explanations. Even when a homeowner decides to go a different direction, my goal is still the same: show up on time, explain the roof concerns clearly, provide a straightforward repair quote, and help you make a confident decision. Thank you again for the kind words and recommendation.
We just got into town after a long-distance move, and after looking at our new house we realized the builder paint was pretty bad. We wanted to get all the walls repainted fast before we moved in, and ended up getting connected with David. We’re super happy with everything — David and his crew were incredibly friendly, knowledgeable, and communicative the whole time, and the work came out great. David even noticed some other builder issues and had the crew fix them while they were there. Turnaround was lightning fast, and we didn’t have to change our move-in schedule at all.
Owner Response
Thank you so much for this thoughtful review. I know how stressful a long-distance move can be, especially when you’re trying to get settled and realize the home still needs work before move-in. I’m grateful you trusted us to help get the painting handled quickly, and I’m glad the crew were able to deliver quality work while keeping communication clear throughout the project. We also appreciate you noticing the extra details we addressed along the way — when we see issues that can reasonably be corrected while we’re already there, we try to do the right thing and help protect the home. Thank you again for trusting us, and we’d be honored to help with anything else you need in the future.
The Roof Shepherd is amazing. He is very knowledgeable and easy to talk to. Getting a new roof can be stressful, but he made the process super easy. He answered all our questions and concerns, worked with our insurance company, and gave us a good price for a new Class 4 roof. The workers were very courteous and professional — they went the extra mile, made sure everything was okay in the attic, worked around the gutters, installed new vents, and later repaired our shed connected to the house. They got everything done in one day, hours ahead of schedule. I highly recommend The Roof Shepherd to anyone that needs a new roof!

Exterior & Painting
What Waco homeowners should know about exterior work
Local Paint & Exterior Note
Woodway and Hewitt HOAs carry exterior approval requirements for roofing materials and colors. McLennan County permit requirements apply to structural roofing work across all Waco-area residential properties.
Sequence Matters
Waco’s mix of postwar bungalows and newer Magnolia-influenced builds requires different documentation approaches. Original wood-frame homes in older neighborhoods show paint failure and wood deterioration alongside any storm damage — a condition baseline separates pre-existing issues from event-specific damage. Exterior painting and property protection work should follow — not precede — roofing documentation. Condition notes from a roof visit often surface fascia rot, gutter separation, and trim damage that affect painting scope and cost.
