Buda requires a Building Single Trade Permit for a re-roof: $150 residential and $200 commercial on the fiscal year 2025 schedule. Contractors register with the city for $100.

In Buda the answer is not in dispute
Several cities around here publish a roofing exemption while the code they adopted by ordinance exempts no roofing at all, which leaves homeowners with two answers and no way to choose. Buda is different, and it is worth knowing. Buda adopted the 2021 International Residential Code by Ordinance 2022-22 in September 2022, moved to the 2024 edition in July 2025, and amended it most recently by Ordinance 2025-54 on November 5, 2025. It did not leave the permit exemption section alone the way its neighbors did. It rewrote Section R105.2 with its own list of exempt work, and roofing does not appear anywhere in it. So in Buda, plan on the permit.

What Buda did put on its exempt list
The list Buda wrote is specific, and the numbers in it are the part to read. A one story detached accessory structure is exempt only up to one hundred and twenty square feet, which is a smaller shed than Hutto allows and unlike Liberty Hill, which exempts none. A fence is exempt when it is a replacement of an existing fence not over seven feet, so a brand new fence line is a different question from swapping a tired one. Retaining walls are exempt up to four feet measured from the bottom of the footing. A deck is exempt up to two hundred square feet and no more than thirty inches above grade. Window awnings are exempt when they project no more than fifty four inches. Painting, papering, tiling, cabinets and countertops are exempt, and a prefabricated pool is exempt only if it is under twenty four inches deep.

Buda is on one of the newest code books in the area
The 2024 residential code puts Buda alongside Hutto, Round Rock and Austin at the front of the pack, while Cedar Park, Pflugerville, Georgetown, Leander and Liberty Hill are on 2021 and Taylor and Jarrell are on 2018. Buda also kept amending after adoption, in July and again in November of 2025, so its rules moved twice in a single year. That is the practical warning: a quote or a scope written against last year’s understanding of Buda is worth rechecking, and so is anyone’s memory of how the last job there went.
